I think it's on all the time, BTW - you just heard it make noise today. You need to replace it unless you enjoy the noise, or some people try to lube them.

 

I doubt you need to replace. Mine was making noise for a LONG time. All you need to do is yank it out and get all of the crud (dust) off of it. Plug it back in and it should be noise free!

remove the glove box, take out the passenger side panel, and remove the ACC. When you get it out unplug it from the power source go and clean it out. I used some q-tips and lightly damped it with rubbing alcohol get all the dust out of it. Then I laid downt he ACC and put some wd-40 on the fans shaft. I did that twice with about a 10 minute break in between, then put it back in and wahla! annoying problem fixed in about 30 minutes time =). Its not a 100% fix, but you can reduce the noise about 95% so the only way you can hear it is if you put your ear up the the ACC... which is good enough for me hah.

Unnecessary work, the ACC panel can be removed from the front with a screwdriver, you don't need to remove the glovebox. Once you pop out the ACC controls, the interior air cabin sensor and fan and be removed by popping it out as well.
