1999 SAAB 9-3 Throttle Issue

Hello, I have a 1999 Saab 9-3 manual hatchback and I’ve recently been having a weird issue. When accelerating into first, after letting off the gas, the revs stay constant instead of dropping back down (the car is accelerating for a few seconds after letting off the gas). It continues to do this when shifting into different gears. Also, when shifting into neutral, the revs skyrocket to 2000-4000rpm for a few seconds until the eventually fall down. I have replaced the throttle position sensor and cleaned the throttle body. I ordered a new idle air control valve, but that is the last thing that I can think to replace. I also checked all vacuum lines and there are no leaks to my knowledge. Below are two different video links of the issue. In the video of the throttle body itself, I tapped the accelerator to get it up to 2000rpm and immediately let off. The mechanism appears to get "stuck" for a few seconds before closing completely. However, when operating the mechanism by hand, it is smooth and does not catch at any point.

You most likely have a throttle body malfunction. The wire insulation inside the body that control the motor moving your throttle plate has worn out and created shorts. It is a very well known issue. Tried opening and fixing mine but you need some skills. Just bought a replacement and works like a charm. No reprogramming needed so far.

Interestingly enough, I have been tracking down the same issue but with a 5 speed 99 9-3. I was having a stalling issue which led me to investigate and noticed some vacuum lines broken. Replaced all and then got high idle RPMS and rpms staying the same(or increasing slightly) when pushing in the clutch to shift. I also get erratic idles after putting in neutral to coast to a stop.

Ive replaced all vacuum lines, EVAP purge valve and Idle Air Control Valve. Cleaned Throttle body and checked for free movement of the throttle cable.

I went to a Saab mechanic down here in Charleston, SC to get his two cents. He agreed with all I had done and his next recommendations were, Throttle Position sensor (going to get one tomorrow from a junkyard), removing the EVAP line from the Throttle body and plugging (that line takes a suction from gas tank, and he stated it was for emissions and a small air leak into the gas tank could cause vacuum likes issues) and also resetting the ECU by disconnecting battery and ECU for several minutes.
